I still haven't played Outer Worlds yet but two things to keep in mind:
1) Chris Avellone isn't with the company any more since he got cancelled, so their output is going to suffer compared to what they've done in the past and
2) Bebpo is a cool dude but has weird takes sometimes

It doesn't look revolutionary, but it looks good, and compared to something like Horizon, it's obviously playing with a different rule-set (having planes/helicopters etc).
Aesthetically i don't like how dark it is, it's supposed to be Cuba, they could've gone with some more vibrant colors, less dark shadows, nice blue skies... but that's an artistic critique, more than a technical one.
Character models though look worse than even Valhalla.

Control was my favorite game in 2019 (or on par with RE2 anyway) and it's on gamepass.
Yakuza is all on gamepass (i don't care, but you can't argue they're bad games), Nier Automata is on gamepass, Flight simulator is the visually most impressive game ever made and it's on it, Snow Runner is fun as fuck and it's on it, Metro were all on it, Ace Combat 7 (was) on it, etc...

Now a new report from Video Games Chronicle claims that the game missed yesterday's Xbox/Bethesda E3 2021 presentation because Everwild has been "completely rebooted" following the departure of creative director Simon Woodroffe. VGC also confirmed with Rare that Woodroffe has been replaced by Gregg Mayles. Apparently, the game is now "optimistically" planned for 2024, so fans might not be hearing more about it for some time.
In a statement to VGC, Rare's Louise O'Connor confirmed that Mayles has joined the team, but it should be noted that she did not address the rumored release window.

For me it's not desert setting (as SMT3 had that) but tone. All the colors. The brightness. It looks pop to be SMT, which has origins in horror. Nothing about that trailer or video speaks anything of the horror elements of SMT's past.
