User created content is fine. The problem with Spore is that it is too easy for the average internet malcontent/shitwit to create and share offensive stuff.

user-created content really needs a gatekeeper to let it into the game
otherwise you end up with, uh, Spore
No doubt. If anyone has ever wondered why editable character features are so hamstrung, particularly the ability to draw whatever pattern or logo you want as a bitmap, this is why. No publisher wants to have giant, spurting dicks on half the online players' cars, uniforms, ship sails, flags, what-have-you, let alone the licensor of any brands associated with the game (NFL, NBA, NASCAR, TNA...).
