As it turned out, the floater in my toilet wasn't working properly and causing my toilet to not stop running water all of the time.  I fixed it on the 8th of last month, so I thought the bill that I had received the month before was the reflection of the running water. 

After calling my water company and having a bit of a fit, I found out the bill was from 11/10 to 12/10, so it was in the time that I was trying to fix it.  They said I used 12,000 gallons of water...  I had to replace the floater eventually as I would work on it, it would be fixed for a couple of days, and then start fucking up again.
