They originally dubbed the first 13 episodes of Dragon Ball, and the first movie with a Vancouver cast as well. They sent that to syndication in 1995:
It wasn't popular, so they tried again in 1996 with Z. That proved mildly popular, but it didn't explode until the Toonami debut in 1999. Funimation would then redub Dragon Ball. But Funimation sold off the home video rights to those first 13 episodes+1 movie of Dragon Ball in 1995 for a contract that would last 15 years. An uncut version of that arch wouldn't exist in North America until 2009.
Dragon Ball has a tonne of weird English dubs. The first attempt to the bring the franchise over was in 1989, when Harmony Gold (Robotech people) tried to bring it over. It didn't do well in the test markets. I'm sure renaming Goku to Zero didn't help:
