Can you tell us what violations they are?  Also, I would think the owner(s) would be the only person liable for any city fines.  Seems odd they would go after the employees.  But I haven't done much in the city ordinance/zoning field.

Actually didn't see the line about 100s of things employees have done.  I'm guessing if it's stuff the employees have done and not just the overall store causing a nuisance by selling porn in a family neighborhood, the employees could be liable individually as well as the owner.  Employees might have indemnity claims against the owner if what they were doing was within the course and scope of their job.  But again, this isn't really my field and this isn't CA, so this is all just throwing out guesses and not actual legal advice.

The local ordinance probably includes a provision saying something like "any person, firm, or corporation whether as a principal, agent, employee who violates a provision of this silly ordinance is guilty blahblah" And I don't think vicarious liability would help him with regards to an ordinance violation like it would in a civil suit.

If this is a strict-liability offense, which it probably is, you need to find $6500, T234.
