IT Bore - Some help?

I'm trying to switch from one domain controller to another (Server 2003).  I installed and promoted the new domain controller but I have two problems...

1. Sysvol didn't replicate.  I found some solutions online but nothing works that I can find.  The original domain controller has been having hard drive errors for years and FRS was stopped some time ago because of the errors and there's a journal wrap error that's keeping it from replicating.

2. ADSI does not recognize the new domain controller.  I assume this is because the policies and scripts in the from sysvol are not on the new controller? 

Note: There are no policies so to speak.  Everything is pretty much default.  All we really need is the stuff from Active Directory which did replicate. 

So I'm wondering what I can do now?  Can I somehow build a fresh sysvol tree on the new domain controller without completely borking our setup?  That would be friggin great.
