The bottom tier bands are the mid 90s shitrock bands like Bush, Blind Melon, and Sublime. They tried to draft off of the more talented grunge bands but they had absolutely no talent. It's like music label executives said, "Which lead singers of these bands look the most like the strung out bums we see on our way to the office?" and tried signing bands on that metric alone.
