Holland is not much better with 18.2.

Germany is at 11.4.

Argentina only has 10.4 foul per game.

I think Germany and Argentina are much more focussed on ball posession than Brazil and the Netherlands, so I think that explains parts of the difference. No need to foul if you control the ball most of the time, although especially Brazil feel like a different side in comparison to the past in regard to amount and toughness of fouls.
