It's really quite simple: there is a significant performance gap between the two consoles so there should not be a zero or insignificant performance gap in software.

If the same game on each platform performs very similarly then questions should be raised as to why, not be a cause for celebration.

This can't be justified except through twisted logic. It's never a win win and its not a noble form of equality to hold back one for the benefit of another.

If you're going to cap at 1080p and 30fps on both then the PS4 version should have significantly better AA or draw distance or textures or model detail or a combination of all four.
