It’s the way contractor laws work in WA. Iirc, any longer than that and MS has to give em benefits. When I contracted at MS, the law was 12 month contract, either 90 days or 6 mo off (I forget) and then you could come back for another year. They changed it a few years back.

I think a bunch of states have such laws/rules/whatev
