...after senate doesn't approve bill to increase number of troops in afghanistan and expansion of US airbase in northern Italy.

This could create a bigger fracture in the number of british forces compared to american forces with 20,000 more troops being sent by US but this seems like the most logical choice for britian.  They don't want to stay there and Iraqi's want the country not to be occupied anymore.

The way it sounds is that prime minister's party gets a sixty seat majority in the senate and for his center-left position, that meant some groups like the "Italian Communist Party" and the "Communist Refoundation Party" were part of his majority and he worked hard to get them to agree on his bill to increase troop deployment in Afghanistan and expand development on a US airbase in northern Italy, he needed 160 votes but got 158.

Bush said pulling out means the war was successful. What does adding troops like he did mean then?
