It was just kind of random. One television news org began coloring in a map with colors as each state was announced and others followed suit. Red/Blue was probably picked because they contrast well on a 13" screen.

But then the 2000 Election happened. And "red states" and "blue states" were forever embedded into the discourse based on that year in which almost all the media had W. Bush and the Republicans represented by red and Gore and the Democrats by blue.
