I just recalled that my bro worked on such a game once with a team of about 4 - 8 god-tier source modders and a shoe string budget. It was the first game he worked on that was published on Steam I believe.
First they dropped the story, next the TPS and shortly after the RPG bits. Finally they launched with FPS and half the RTS stuff. It was really impressive for its time but way too ambitious for the Source Engine.

I still think that if they had stuck with it, it could've been turned into something awesome. It actually still has a player base.
Instead right after it released management scaled down DLC plans and instead switched gears to develop a mobile game (that flopped).
When the money started running out they decided to create a Metroid-type game for PC because their director thought it was easy to make called Dark Matter.
I was actually supposed to go work at the studio after my studies as I had done some game design and 2D art for Nuclear Dawn and helped with play testing.

An old build with tanks and other vehicles of ND.
Scripting movement was broken in this version of Source, so this was all manually controlled and captured with someone spectating. I think I'm the guy gunning next to the power plant.
I remember It took us about 20 - 40 tries to get a decent shot of the tank moving over an obstacle.



The near final product with vehicles cut and buildings spawning from boxes, instead of being delivered and dropped by trucks or helicopters.
