What do you mean by manipulating the NPC inventory? AFAIK you could pickpocket them and stick a grenade on them, just like you can in Nu-Fallout/3-NV-4. You could also steal from them if your stealth was high to where they didn't detect it, IIRC.
Eh, the gameplay is still fine if you're a D&D nerd (since it was supposed to be originally GURPS which is kinda an off-shoot but not really an off-shoot of D20), it's more the fact the graphics have aged badly plus taking forever to get the plot going.
