His take was that it's a growing pain of China moving to a market economy while trying to maintain an effective dictatorship.
In the US, you have a free press which has incentives to dig up scandals like this and expose them, and you have democratically elected officials who could lose their jobs if they let stuff like this happen.
So the optimistic take is that China will eventually allow reforms along those line if it wants to keep competing economically.
I guess the pessimistic take is that HOLY SHIT THEY JUST KILLED THE HEAD OF THE FDA WTF!?
