What is this  "Per user queued Windows Error Reporting files " I see in disk cleanup?  I see that it's taking up a whopping 6.4 gb on my vista partition?

Sound like a bunch of memory/diagnostic dumps taken at the time of a program failure and application shutdown. Unless you really want to send them to Microsoft to review throught the Error Reporting tooling they have with the OS (doubt it) or want to review them yourself (doubt it even more), they can safely be deleted.
