according to PS3Fanboy
Quote
1. "Like" set the BD/DVD upscaler off
2. Set the HDMI 24fps off
3. HDMI audio set should be put on bitstream
4. Turn off that PS3 upscaler/smoother
5. Disable: system display notify, media server, all other automatic settings ... if you're not playing a game online, go ahead and sign off the PSN.

It's been confirmed on that site and on beyond3d (the forum), the author of the article speculates that doing this could make the OS use the PPE instead of the SPUs.

play around with it to see how much of a difference each thing makes.

does it work for just PS3 games, like can I play Shadow of The Collossus at a respectable framerate now?

don't think so, the OS only runs on the CELL and the PS2 CPU is put in the PS3 to make it able to play PS2 games.  If you got a PS3 recently and it was the one that used the CELL to emulate the PS2 CPU, then there's a chance I guess.
