What are you talking about?
Why expect the book to simply give you what you want right away? The story certainly didn't call for that; things needed to be built up. Harry was not a bitch: he was being fucked with left and right by people who believed he was lying. More than any HP book, OOTP is very political. The Ministry is trying its best to smear Harry while they slowly take over the school. Harry resists and creates a resistance force before the final confrontation with the Ministry's oppression.
