Neither the show nor the actor's biography touch the question.  He's got an Irish name; the official show story only says that his father moved to Spain. Note that the above picture is not particularly representative. . .he doesn't normally look that african.

My vote is that he's either an african/italian or african/french hybrid, mostly judged by the shape of his facial features, particularly his nose, brow, and chin in profile.  He might, might also be some sort of filthy paki, but his skin tone tells me otherwise.

I am thinking he is some sort of black/northern mediterranean mix.  He is clearly mixed, but the more I look at his skin, the more I think that it'd be lighter if he was a mixed whitey/filthy paki.  And his hair is definitely not consistent with dirty pakis, either.  Part of me wants to say that maybe he is the result of a dirty paki having sex with a black person, but we know that isn't very likely.  I think blakis might be rarer than blasians.

Thin women are even grosser than normal women.  Male addicts tend to look neat and geometric.  Nice angles.  The form follows the function.  The female form is more designed to role than it is to walk, whereas the thin male form is like an iconic, sleek machine; the inspiration of the form clearly being thoughtfully designed constructivism, with a dash of art deco, maybe cubism or futurism.  Women, though, just look like bloated death itself.
