Well, the way I see it, it's not lying. You already bought a copy which didn't work, you're entitled to a replacement. And by buying a second copy just so you can exchange the first, you're giving them an extra sale! And anyway, they'd have to return the defective copy even if you exchanged it with the original, missing receipt.

Paying twice for the same game is not what I'd call "working the system." Now, if you were to take that extra exchanged copy to another place, claim you got it as a gift but already own it, and then exchange it for something else, that would REALLY be dishonest.
