Getting folks registered: Possible vouching system?

I totally understand the "No Free E-mail" rule, but is it possible to vet someone, to vouch for them if all they have is a free e-mail? For the moment, I don't have anything else, but let's say Particle was all "Oh, GilloD@Hotmail is okay". Is this cool?
