FILTERS KEYS ARE THE STUPIDIEST FEATURE EVER.

I have a habit of resting my pinky on the shift keys and freakin' XP always turns on the distinguished mentally-challenged filter keys after 8 seconds.  I figured out how to disable them, but after rebooting and losing a good chuck of data.  What a distinguished mentally-challenged and unintuitive feature.  Why make that the default.  Has anyone come across this distinguished mentally-challenged feature?

i have never heard about this before

is it an accessibility thing?  can it be turned off through the control panel?

Yes, it is an accessibility feature.  I turned it off from the settings.  If you want to test out what it does hold shift for 8 second.  You'll have press both shift keys to disable it.
