The special interests want you to vote against both propositions. I am for 86, despite being a casual smoker, because it actually sets up future health care programs for those affected directly or indirectly from medical problems due to tobacco and considering how much of a drain that percentage will be on the California state medical services - it's a good idea. However, it's definitely a prop worthy of debate simply because there is some skepticism that the state can feasibly manage such new funds in a competent manner.
87 is a no brainer. California is the only state in the union that does NOT charge a tax on oil companies that produce oil. It's illegal for oil companies to raise pump prices as a result, no matter how much fear mongering Chevron does with its ads. And it helps further alternative fuels and clean mass transit, which is important considering the growth of the state and how reliant it is on transportation. Moreso than any other state.
