Seems http://www.starmen.net (a long running earthbound fan site) will also be making a mother 3 (earthbound 2) English translation patch.

Currently the only people working on it are the guys at http://www.mother3.org however, word is starmen.net may have a much more skilled, pro translation team put together and it may prove to be a better translation!

Those are the lengths we've been willing to go to avoid stepping on toes while patiently working to make our voices heard. But after a lot of thought and some discussion with the staff, I've decided that it's about time we put the fans' interests first. So, I'm excited to make the following announcement:

Tomato, my fellow Starmen.Net webmaster and a professional translator, has begun translating Mother 3
 
Gideon Zhi of Aeon Genesis has agreed to take care of the ROM hacking
 
demi of Neo Demiforce (and, incidentally, the guy who dumped/hacked EarthBound Zero) has agreed to take care of the script polishing
I will be helping out with some character-specific dialogue and generally staying out of the way
