Cameron didn't have a choice.  His ex-wife, Gale Anne Hurd (one of the original producers of the series), was the one who put the series back into production.  Cameron was initially furious and hated the mere idea of a sequel, but apparently after he saw T3, he said he enjoyed it for what it was.
