The guy jay walks lollying across a two way street with traffic coming in one direction, a significant risk taken right there. He never looks back in the lane he is in not that's an issue here. He gets hit. Civilians call 911 as the police arrive 90 seconds after the incident and there are people standing in the street looking at him. There's nothing unusual here and certainly nothing that's front page worthy except for some careless dude that, like many others I witness on a day to day basis risks his life by jaywalking towards oncoming traffic.
I watched this again, this time with sound. The police chief says what's troubling is that no one came to his aid. What are the people standing around him supposed to do? If I were there I would call 911 and make sure no one runs over him is what the bystanders did. The cars passing by were supposed to stop? No. There were already people present on the scene.
