That is correct. Capital One is like a giant bank that issues credit cards through Visa or MC or whatever.
They are also like the bank of last resort. Capital One is usually where you go when no one else will give you a credit card (Lord knows I've had to apply for a couple.)
They rape you on interest, ain't much in the way of perks, and from my experience, they will NOT increase your credit limit. They just have you apply for a whole new card instead.
Capital One should be avoided, if you can help it.
I have had very, very good experiences with Bank of Omaha. I have a credit card through them (it's the World of Warcraft credit card

) Started out with a $3k credit limit, I basically maxed it out and paid it off over about 10 months, and out of the blue they bumped my limit to $6k. I also paid late one month (purely by accident, I try to be very responsible with credit nowadays) and they insta bumped my interest rate from 12% to 29% or something equally outrageous. Of course, 12% is probably outrageous to some people.
Anyway, one phone call got it fixed, and instantly lowered back to 12%. So I'm a fan, and I'd recommend checking them out if you're looking for a new card.
