The next Doctor Who series is confirmed HD, not sure about the upcoming specials. Torchwood was apparently an experiment in HD content for the production team, plus it's the cheaper show.

All scripted American broadcast programs are required to be filmed in HD now, it's been this way for a few years. I'm surprised the UK hasn't done the same.
