Well, they're either horrible investigators or he's a good liar.  Either way sux for the people shot.

With hindsight, sure, it's easy to say that the cops should have done something. However, it should be blatantly obvious that they shouldn't be given the power to indefinitely detain without cause or due process anyone who makes a crank call, sends a threatening email or posts such a video to youtube though.
