I watched a friend of mine play for about an hour.
The voice commands worked about 99% of the time. The other 1% was when he fumbled his words or some noise happened at the same time.
It looked good. The voice commanding definitely seemed to make it more fun than if you just used normal controller controls.

Either way, I'm gonna play some tomorrow and see for myself.

I don't really like RTSs or Tom Clancy games (except R6V :heartbeat), but I admit the voice command thing has peaked my interest to a little above absolute zero.
