Because Japanese developers look at everything starting from a perspective of "how will this sell here in Japan" and as few Japanese people own PS3s, even less own 360s. It's ridiculous.
It might come out on whatever the hell Nintendo's online market is, or it might already be out. I don't own a Wii.
