Irem was due for a bad game.  They can't be awesome all the time.

US version came first, Irem fucked up the conversion, went down in Japanese lore as unreasonably hard, generally considered kusoge yet continuously makes the top 25 best NES games ever lists in Japan for reasons that i can only think are sentimental.

Wow, did not know this. I've only ever played the Famicom version (on a grey-market 40-in-1 multicart straight outta Hong Kong )

Montezuma's Revenge was amazing.  I could beat the first temple no problem but never beat the second one.

Spelunker is not nearly as good.  Why that crap is popular in this country I'll never understand.

if you're in Japan, it's popular because it's legendarily shitty.  It started that whole genre of old shovelware "shit games" (I forget the japanese word for it.)
