I know the thread title might be an oxymoron, but I looking to tackle a short JRPG this summer, around 20-30 hours tops.  I have just given up on my PS2 JRPGs; I'll tackle them in retirement.

Pokemon in an emulator.  You can beat the whole game in like 5 hours.

mother 3 + english patch
 
its about 20 hours and you dont have to be familiar with the first two (mother for nes and earthbound for snes)

you can play it on DS if you have one, or a gba emulator for pc

Shadow Hearts 1
Any Ys game
Suikoden 1
Wild Arms 4
Panzer Dragoon Saga
Chrono Trigger
FF4
DQ4 Remix
DQ5 Remix
Mother 3
Fable*
Jade Empire*

*not Japanese but close enough

All the good JRPGs this generation are obnoxiously long so you're pretty much fucked in those regards.

even the bad ones are hideously long too. Your best bet may be Enchanted Arm

Good to hear that IU is short as I have that sitting in my backlog. If you're into short RPGs, I would give Mass Effect a shot, even though its not Japanese. Don't expect much in terms of meat and potato game mechanics, but the presentation is nice. Can be beat in as little as 8 hours.
