On the face of, it doesn't look like they do. Japan is inundated with loli-rape games, yet the rape rate is substantially lower than other industrial nations, nations in which such games are unpopular. That doesn't mean these games decrease the incidents of rape, but it's prima facie evidence that they don't increase it.

Equality Now claims that the games promote sexual violence, a claim that is one step removed from saying the games cause sexual violence. Other groups make similar claims regarding all types of depictions of violence in the media. But such claims are looked at more skeptically.

There was internal pressure from one of the ruling parties in Japan to ban these games. I think its members were more influential than the members of Western based feminist groups.

Japanese politicians brought this up in the Diet because western feminist blogs randomly got wind of this and their readers made a shitstorm, making Amazon.com apologize and remove the item from one of their random joe shmuck stores that was somehow selling a warezed copy of a fan-translated version of Rapelay, although I've no doubt that they already wanted to legislate on this matter, in this affair the feminist blogs were clearly the catalyst

I see these regulations as needless and abusive censorship for what is after all an harmless outlet for some males

I'm with you on finding them disgusting, but at the same time I'm irate that there are people going after the rape-games without going after the rape-movies/videos, rape-novels, rape-comics... it's just part of the moral panic around videogames.

Quick edit: yes, I know it's turned out to be a non-news item. It probably stood a better chance of being realized BEFORE all of the morally outraged liberals and rape-game fans became irate and mustered a defense.
