Does anyone really give a shit? I never understood the fervor for these expansion packs from both sides of the fence.
From a console manufacturer corporate perspective, it's just a matter of doing some pricing estimates about how DLC availability will influence the purchase of the main game for your own console. For the players who rail for/against it, it's a matter of which platform they own: the one for which content is produced, or the one for which it was denied (even temporarily).
Rockstar was given a US$50M loan to experiment with very high end content, adding new locations, cars, weapons, online modes, gameplay revisions, and substantial missions with lots of animation and voice acting. I think if they were left to do DLC without that financial encouragement, they would have been much more conservative. As it is, they produced Gay Tony, which for me was more fun than the original game.
