Are all the clothes in your hotel room wet?

Because mine are!  and can anyone at your hotel explain why a pile of clothes in your room are soaking wet and why there is a fan to dry everything out?  Because mine sure as fuck can't!

When I got back they were hung up, wet :-\

Real Talk: They probably thought they you'd paid to have them laundered, and so they washed them, then realized you didn't pay to have to have them laundered, so they'll like "Fuck that, we washed them for free, but we're not drying them" and then stuck them back in your room to air dry.

if the hotel does have a laundry service, you should absolutely request to have them dry your clothes.  You should be compensated.

Did you bring a blowdryer/is there one in the hotel bathroom?  Put the stuff on hangers, hang it on the shower rod, and blowdry those fuckers dry.  :rock

They're pretty fucking wet, like some shit is soaked.  And everything else is dry.  It's really creepy.

Have you smelled of them? Do they smell like anything (i.e. pee)?

And have you tried this approach on the hotel staff yet?

My suggestion- be an obnoxious American about it until they fix it.  Make a big scene in the lobby and everything.  Start yelling "this hotel will randomly go into your room, pour a mystery liquid onto your clothes and then hang them up to dry!" really loud until shit gets fixed.
