Jordan made $30 million in 1997 and $33 million in 1998. The salary caps were $24.4 million and $26.9 million. It didn't top Jordan's salary until 1999-2000 at $34 million.
Before the 1999 CBA, there was technically no max contract and teams could simply sign a bunch of free agents and then exceed the cap to sign their own players as there were no cap holds. That's how the Knicks vacuumed up a bunch of players in 1996.
