Maybe its just Chrome though.

Yeah for some reason even though I have good internet, sometimes it struggles to load video for some reason recently. Like it won't stay ahead of the buffer.

It's been fucked up ever since they adopted the new Chrome UI.  Try playing a HD video from someone's channel page - it's like a slide show.  People have been complaing about it for months now but YT doesn't seem to care enough to fix it.
