The old people with common sense realised that are too many other old people with egos, agendas and 'friends in high places' that would stop them achieving anything remotely useful. So they stopped trying, decided to keep quiet and keep their jobs and pensions.

Most ideas come from the public service not politicians. From my experience as a public servant.
