Him dressing up in the costume itself isn't hilarious. it's the reactions of people that made it hilarious. if he dressed up in black face he'd get jumped, which isn't funny but sad. Like the sociologist said, what he's doing is offensive - and it is - but the comedy comes from the reaction, the bemusement that this guy is clearly insane, not that you get to see a white man dressing up in an offensive manner.
