I guess if you factor in the idea that PS3 was supposed to dominate like the PS1 and PS2, then I suppose.  Otherwise, the Wii takes that title.  For such a large userbase, there's such a dearth of quality content that it probably puts it in the running as the worst major console of all time since the Atari 2600.
