So if you're asked to submit a cover letter online, who do you address it to? To whom it may concern?

For sure, but calling ahead and caring enough to do a little digging is a good thing. It probably differs a lot from company to company, but "To whom it may concern" is often seen as lazy as hell. Maybe it concerns the janitor, who knows.

Yeah, i totally agree and I really didn't want to write that, hence my asking. I just know a lot of times companies like to stone wall people from contacting hiring managers directly. But hey, there's no dire need for a new job, so I got time to dig around.

And you wouldn't need to contact the hiring manager directly. Just talk to a receptionist or admin and get their name. They're probably frequently asked, "Who's in charge of hiring? How do I contact them directly? What kind of cookies are their favorite because I want to show them how much of a kiss ass I can be before I ever meet them?"

Try to find who the hiring manager is.  That may involve cold calling the company.  Worked for all the jobs I've had.  You'll be at a disadvantage if you just send info blindly.  Managers are inundated with resumes.
