I have no idea how dodgy it is, but I have some friends who used digital US cc's to get US xbl accounts and buy stuff. Maybe other boritos have more experience with this...

This applies to 360 as well, the limit number might be different though.

As for the credit card, I use MS Points and PSN Cards however, I was forced to use my credit card with my Windows Phone 7 since there is no MS Points there.

Zune software, like Xbox 360, only accepts American CC for the US marketplace so I tried using VPN (American IP) once and it worked. Now I can buy everything I want from WP7 Marketplace and the Zune with my local CC.

tl;dr VPN might be worth a shot but it is not guaranteed to work for you.

Actually, it annoyingly varies from title to title.  Like, SSFIV and MvC3 let you use any region's shit with any region disc.

I was unable to use the Japanese DLC I purchased with SF4.  It did not register.

KOF '99 is kinda shit on PS1, dude.  You'd be much better off just emulating it.

It's too bad that KOF 2002 UM isn't on PSN...it's XBLA only.

I find it hard to believe the people who run PSN have anything to do with publishers locking down DLC regionally...
