I love it when nintendo fans get all "LOOK AT MY USERBASE!" - it gives me rock hard wood.
I mean userbase is a major factor, but not the deciding one. As a Nintendo fan I've had to learn that the hard way.
But the Vita?
The Vita? It'd be more economical making it Windows Phone exclusive. Jeeze.
Unless Sony is ponying serious moneyhats, but they're not in a position to do that, are they?
Here - here's one of them - the info is out there on most of them :

There's an Assassin's Creed Vita I don't know about? And it reuses the idea and design of Assassin's Creed 3DS and isn't a completely new project/port?
If it's a port of the new one then that doesn't mean "Assassin's Creed 3DS was scrapped and then revived as Assassin's Creed Vita." That just means AC 3DS was canned, Ubi waited a while, probably got a check from Sony because otherwise why the hell would you do anything for the Vita, and decided hey, we can get AC 3 running on Vita with X amount of cash. Let's do it.
But that isn't what you said happened.
