I need to make a temporary website/blog for my work so that people know I actually exist and hire me. I realized when I sat down to actually make the website though that despite using the web since its birth, I have no idea how you make a website and make it exist on the internet.
Are there programs or something to accomplish this.
There are "scripts" you can set up for a quick portfolio, I imagine for photos as you use a camera a lot.

If you want something for your law firm, you might have to try and go more professional.
Look into "Dreamweaver" - a WYSIWYG (what you see is what you get) app that can help. I hate these, but for a noob, I would pick Dreamweaver.
You can also "borrow" a template from a free site
http://www.oswd.org/ (just a quick search, there might be better sites)
And you can just upload it to your web space, and edit the stuff necessary.
HTH... PM me if you have other questions, or I can answer here.
