The implication was that Capcom MOSTLY outsources to western devs. This should be obvious without a word about being written. If someone says "Capcom is outsourcing" in regards to a franchise what is your first thought in this day and age? A Japanese dev, or a western dev?
Why would you assume we were talking about outsourcing to Japanese devs then?
Why would Capcom outsource their biggest franchise outside of Monster Hunter to a western dev for a main line entry? It's not the same as Street Fighter. Street Fighter IV, when it was made, hadn't had a new entry in 10 years. It's also not the same as giving them the opportunity to develop a crappy spin off, either. Both are bad comparisons.
