As individuals, I'm sure OPD is mostly staffed by good, decent people. But as an organization, OPD can be frightening. It's a hair's breadth away from being placed under federal control:
http://www.mercurynews.com/news/ci_18957596OPD has no permanent chief now that Batts has left. OPD can't seem to get anyone to stay in the position for any length of time. And the mayor, Quan, couldn't be anymore inept if you performed two lobotomies.
Sure, Oakland can be a bad place with bad people, but a corrupt and violent police force will just exacerbate those tendencies. Oakland has some great qualities and nice neighborhoods, as well.
