I suspect it was axed on the premise that it's a program that could fall under the umbrella of "social welfare" which Conservatives see as something of strictly Provincial jurisdiction. That's just an educated guess based on how they've viewed such programs in the past, though.
Won't teach boys that raping women is wrong, but will teach girls to carry guns and shoot if they think they're gonna get raped.
It will cut down on the money you'll need for those superjails, because the rapists will be shot full of holes.
My presumption isn't that the women would be raped (and then shoot in self-defense) if they had guns; it would be that they would shoot people whom they think will rape them, whether that's true or not.
That would get the women arrested and charged with all sorts of firearm offences, which, as I understand, will be subject to some mandatory minimums in the not-too-distant future.
And/or, the prospective rapists would become murderers instead, as if the women pulled a gun, they'd just pull their own and shoot.
And homicides tend to be reported in this country, whereas a whole lot of rapes are not.
