Yes. I liked Dreamcast and its fighting games and Sonic Adventure (surprisingly, at the time), but the majority of my friend circle was excited for ps2. Only one or two were excited about Shenmue. Everyone else was excited about fucking Tekken Tag Tournament and those Metal Gear Solid 2 pics. No one gave one shit about dreamcast aside from Mups, who was playing Phantasy Star Online.
Final Fantasy IX came out in 2000, and psx had an amazing summer in 2000. By 2001, no one cared about Dreamcast.
It's a shame, because growing up on Sega, I would have bought one in a heartbeat if Sega hadn't fucked up Saturn. Looked like I was right too, with Dreamcast only last two years before it was killed. Between Saturn, 32x, Nomad;etc. I had grown used to Sega hardware just flat out failing and being killed too soon, even as a snot-nosed kid. Fool me once;etc.
In hindsight, it was foolish to put Jet Set Radio Future, Panzer Dragoon Orta, and Shenmue II on Xbox. They should have gone to ps2.
