I remember ~10 years back when retro 8-bit stuff and pixel art and such were in vogue, people on the internet were saying that it showed how well-executed primitive 2D graphics had a timeless quality to them based on craftsmanship and use of limited resources and whatever, while primitive 3D graphics were just inherently and irredeemably bad. I said then that the "90s bad 3D" aesthetic would become retro-cool / nostalgicized once the right amount of time had passed, just like everything else does. And look, what a surprise, it did. But good luck finding my posts from that time to say told you so 
I've got a least one record from a few years ago with that aesthetic. (although I guess acknowledging it was a thing before the mainstream noticed makes a person "hipster"

it's not so much about individual styles and things that come back...it's more like during the 00s, the 80s made a comeback, and now in the '10s, the 90s are gonna be mined for artistic/cultural artifacts as well.
then in later decades, things like 00's meme culture will become hot again.
